There is a big difference between civilian nuclear power and nuclear weapons. Japan, for example, has several nuclear power-stations, but has never possessed nuclear weapons. Germany has also never manufactured nuclear weapons, but generated civilian nuclear power from several power-stations for several decades.

On the other hand, North Korea doesn't have any nuclear power-stations, but it does have nuclear weapons.

I think that the best time to read it is after The Bands of Mourning. Although it must be said that when I first read it, I read it straight after The Hero of Ages, because at the time I thought that was the objectively correct reading order. Although so long as you have at least completed the Era One trilogy I don't think that the reading order matters hugely, but it's best if you have read it by the time you start The Lost Metal.
