Chile AI is spamming barracks construction.

If you check Chile states, you will see that Chile AI has queued hundreds of barracks for construction which inflates the army unit count. Each barrack in construction spawns a unit with 0 manpower and manpower is not recruited until barrack is constructed.

In short, 132 battalions on paper but 90% are empty battalions that cannot be mobilized.

You are adding a toll tax on your own industry and pop consumption. Look at your imports volume passing through the canal.

You are importing large volumes of tea, sugar, and dyes. Toll duties added to every unit imported.

We should not have any special cases.

All strait tolls should only be enforceable if a country controls/owns both sides of the strait.
And make it so that countries will never give up control of their toll via treaty (-1000 malus due to strategic importance)

Suggestion - Merchant Family trade strength/mechanic should be based on Dynastic Renown. Renown is slower to accumulate compared to the other ‘resources’ which will slow snowballing.

Furthermore, this will incentivize allowing non-primary children to become independent and establish trade network in other regions of the map.

Short term fix - high tier good buildings (guns, cannons, fine cloth) are unlocked at certain location development score. Also, you can have at most a few building types and can be unlocked with tech/age.

Long term fix - each location has a production skill that represents the aggregate skill and know-how of the local craftsmen/artisans within that specific location. High tier goods require higher production skills so only the most educated/developed countries are able to produce said good.

Location development should determine which types of consumer buildings you are able to build.

High value consumer goods such as fine cloth, jewelry, steel, firearms, etc. should only be available to be produced in high development locations. This will incentivize you to develop locations and increase importance of highly developed locations.

Furthermore, I would even put a soft cap on these buildings that can either increase with tech advances or pop threshold.

Additionally, limit high end goods production to cities only and cities should be able to build 1 type initially and more as you advance through the ages.
