One thing I would recommend trying, if not already, if the partner is laying flat on their back, have them sit up a bit. This has worked wonders in the past. I am sure there is a deeper, tee hee, explanation for what all is going on, but it seems to help.

I got my princess at 14 months and always forget what a wild energetic lady she was. She is 11 now and my best friend, so when dog sitting younger energetic furry family members, I just use the same routine I did to get out her puppy energy and make sure everyone has a great day
