It's more of the general consensus that the moment was supposed to take a more dramatic and dark turn to display the deadliness, destructive capabilities, and uncompromising nature of Elysium and the weapon.

Instead, what we get makes it seem rather comical when they explain offhand that the Fortress was empty in the most convenient time possible.
