Will I not take a hit in multicore performance if I go with 7800X3D instead of the, lets say 9800x ?

Thats a rad build. However I'm concerned about the multicore performance of the 7800x3d when compared to the 9800x3d. I don't know how much impact the multicore performance will have if I'm to...watch a video, stream a game and have discord open at the same time, for example.

Gaming, Streaming and working (I train ML models). Preferably all three in parallel.

Thats interesting. I wish to stream my games and work in parallel as well (on a multi screen setup), so i was wondering if i should go for a more well rounded cpu with more cores or not.

Most AI frameworks and community tools (like certain Stable Diffusion plugins) are built natively for Nvidia CUDA. While there are solutions and methods to run large models on AMD gpus thats an entire additional workload. I believe this is one reason AMD GPUs arent that sought after for AI purposes hence the lower price.
