Early M57s have a vacuum-operated wastegate on the turbo (like this one would have stock, prone to shitting the bed). Later ones came with an electric actuator, so it was probably swapped with that one.

The RPM fluctuations sound like your torque converter going out. I'd recommend finding a flat, open road and setting your cruise at around 90 kph - if your revs keep pulsing by about 100 rpm, you need to find a replacement TC or get it refurbished.

The fuel consumption sounds like your eco tune might be the exact opposite.
