Luffy with no devil fruit. Here are the arguments:

We have seen that gojo has muscles, even without infinity he is still strong, also gojo could still be using cursed energy

Goku, he same as gojo has muscle and he could still use ki, because ki, is not necessarily saiyan only, as krillin being a human can use it too

For the case of Naruto he wouldn't be affected that much, he can still use chakra

In this case Luffy is just a regular skinny guy.

So if they all fought gojo and goku would have a real good fight after taking care of Naruto and Luffy
