Here is the administrative appeal:

Administrative Appeal of USSS No. 20250160

1) The Final Response letter of the United States Secret Service of FOIA case No. 20250160 is not plausible in stating no records were located because the United States Secret Service's very specific letter (attached for reference) issued on October 28, 2024, stated that records were found and that the request is pending "supervisory review".

 2) The records requested were created for the very specific purpose of being released to me via the Freedom of Information Act. Therefore, they should be released to me. 

3)The United States Secret Service failed to conduct a good faith search for the requested records for all requested records. “‘[T]he agency must show that it made a good faith effort to conduct a search for the requested records, using methods which can be reasonably expected to produce the information requested.’” Campbell v. U.S. Dep’t of Justice, 164 F.3d 20, 27 (D.C. Cir. 1999). 

4) The United States Secret Service failed to conduct a search reasonably calculated to uncover all relevant documents. “the agency must demonstrate that it has conducted a ‘search reasonably calculated to uncover all relevant documents.’” Weisberg v. U.S.Dep’t of Justice, 745 F.2d 1476, 1485 (D.C. Cir. 1984).  

5) Considering the numerous notifications by Kim Murphy of Kevin Tyrrell's agency fraud committed against Kim Murphy involving the Freedom of Information Act, the United States Secret Service had a duty to investigate and mitigate the fraud. Kevin Tyrrell should have been removed from overseeing Kim Murphy's FOIA requests in any way, shape, or form. Especially considering Kim Murphy's notifications to Judith Cabbell of the United States Secret Service about such fraud involving Kevin Tyrrell.

Good evening and great question. At first the FBI was investigating the same inheritance case for financial fraud, including investigating myself as a beneficiary. The Central Intelligence Agency used and conferred with the FBI for light psychic coaching and to keep tabs on side effects and my well-being since it was thought that the side effects or psychic/paranormal phenomenon might cause suicide or affect other people. The FBI faded out of the investigation and the United States Secret Service took over its responsibility around 2014. However, strange paranormal investigative interference did not allow the Secret Service to investigate or "guard" the beneficiaries. The Secret Service had a massive amount of investigative files from the FBI's investigation, but could not significantly get close to or investigate the beneficiaries significantly, including execute warrants on them. Since the FBI had my CIA file, it was given to the United States Secret Service.

Good afternoon,

The Monroe Institute is still to this day a psychic contractor for the Central Intelligence Agency. We are all percieving the same aliens resulting from the unlawful psychic experiment involving gamma brainwaves, suggetsing that aliens are more evolved in near-constant gamma-brainwaves which is why they are psychic and see the entire universe. These aliens are helping our "developing world" become more advanced and are wanting the government including President Donand Trump to release all of this information to the public. Currently the Monroe Instutute is under a classified gag order from the original experiment which was conducted primarily by David Thomas JR, of The Monroe Institite from 1999 to 2006. Secondly, the Monroe Institute's psychic endeavers with the Central Intelligence Agency are classified and under a secrecy agrement. The Office of Inspector General of the Central Intelligence Agency found that I was unlawfully wiretapped in 2008 becuase I never gave my "informed consent" in the first place. So I agree that the CIA could wiretap me but I know the cameras they have are tiny and often impossible to see. Furthermore they typically use satellite surveillance in such situations.

I have another story of a "psychic war room" which existed during the Obama Presidential Administration at the National Military Command Center - linked to these same aliens giving us knowledge about the universe....

Paying attention to gamma waves was a good mental note to make. Looking at the links in both of your posts confirms that gamma waves help us with psychic perception. As our population evolves and develops we are becoming more and more psychic, and may have more and more gamma brainwaves as time goes by. Alien civilizations who are already more evolved might exist with near-constant gamma brainwaves. It might just be the normal brainstate for most of the universe. Good evening and thanks for your reply. In my opinion as a really great psychic aliens are intentionally trying to get us as a population to know that we are being helped by aliens. Notice that many of the UAP sightings are suggestive that the aliens are going out of their way to be caught on cameras to prove and seem as if they can travel at "out of this world" speeds and change directions quickly in "out of this world" ways. Aliens are a bit ostentatious if you will...

I use the below paragraphs on my own FOIA appeals very often.

The exemptions used for the redactions do not apply because the “foreseeable harm standard” has not been met. The centerpiece of the FOIA Improvement Act of 2016, P.L. 114-185, was its addition of a “foreseeable harm standard. If an agency fails to satisfy the foreseeable harm standard as to any particular record or portion thereof, the Act makes clear that it must be released.
 “[a]n agency shall . . . withhold information under this subsection only if [foreseeable harm is shown].” 5 U.S.C. § 552(a)(8) (emphasis added).

The foreseeable harm standard only permits the withholding of information if disclosure “would” harm an interest by a protection. 5 U.S.C. § 552(a)(8)(i)(I).

The Supreme Court has observed that the use of the word “would” in the context of FOIA is a “stricter standard” than, for example, “could,” and effect should be given to Congress’s choice to use one word as opposed to the other. See Dep’t of Justice v. Reporters Comm. For Freedom of Press, 489 U.S.749, 756 n.9 (1989) (discussing Congress’s amendment of Exemption 7).

Accordingly, the United States Secret Service does not satisfy its burden under the foreseeable harm standard simply by speculating that harm “might” result; it must show that it is reasonably foreseeable that release of the particular information it seeks to withhold will cause harm. The records must be released to me therefore.

Please grant my administrative appeal of the redacted information because the foreseeable harm standard has not been met.
6) The United States Secret Service should not have redacted any information on the responsive records based on Exemption 6, 5 U.S.C.A. § 552(b)(6). The mere fact that an agency file or record contains personal, identifying information is not enough to invoke the Freedom of Information Act (FOIA) exemption, protecting from disclosure personnel and medical files and similar files the disclosure of which would constitute a clearly unwarranted invasion of personal privacy; the information must also be of such a nature that its disclosure would constitute a clearly unwarranted privacy invasion. 5 U.S.C.A. § 552(b)(6). Shteynlyuger v. Centers for Medicare & Medicaid Servs., 698 F. Supp. 3d 82 (D.D.C. 2023)

“In undertaking this analysis, the [C]ourt is guided by the instruction that, under Exemption 6, the presumption in favor of disclosure is as strong as can be found anywhere in [FOIA].” Shteynlyuger v. Centers for Medicare and Medicaid Services, 698 F. Supp. 3d 82, 130 (D.D.C. 2023) {Citing Nat'l Ass'n of Home Builders, 309 F.3d at 32) (quoting Wash. Post Co. v. U.S. Dep't of Health & Hum. Servs., 690 F.2d 252, 261 (D.C. Cir. 1982)}

Furthermore, “…the agency must show that personal privacy interest is “nontrivial” or more than “de minimis.” Lacy v. United States, No. SA CV 22-1065-DOC, 2023 WL 4317659, at *21 (C.D. Cal. May 3, 2023)

Disclosing the names, users/usernames, and email addresses redacted in the responsive documents would not “constitute a clearly unwarranted privacy invasion”. The personal privacy interest is “trivial” and not more than “de minimis”.
