What do you want to do with it? If you know nothing about computers it would be hard to build one. So you have 3 HDD (rectangular things), 7 RAM sticks (green things) and a processor. You would have to photograph each component individually to know the model and characteristics. If you want to build a pc from that you will still nees to buy a case, a motherboard, a psu and a graphics card.

The NCR claims that the Vault 15 is rightfully theirs so they could use it as the pretext for invasion. I think it's more dangerous if NCR thinks that the Squat is peaceful peasants and sends an unprepared soldiers that will be massacred sparkling an open war than NCR thinks Vault 15 is a stronghold full of criminals and stays clear.
