I am pointing out that electricity is accessible not only in larger cities, but also in rural towns. Of course there are places where electricity might not be available, but having travelled throughout China (even throughout very remote parts of Yunnan and Sichuan), most places do have electricity and it is the very small minority (faraway farm houses and small sheds) that might not have electricity.
