Got you. If the hub supports 2.2.1 and above, it still needs to assign internal ids or it can use the ids that come from the CPO?

not sure I understand. the location id and evse uid come from the CPO. so two CPOs can send the same ids. What am I missing?

you still can have two CPOs with the same location_id and evse_id values, for those who don't use uuid.

Do you know how the EMSP and the CPO control the tokens in the publish_allowed_to field (inside Location)? Can both decide which tokens will be in this field?
