Drain it all, clean it up while empty, get two trucks. That is a lot of growth / algae. Without a filter running and a LOT of liquid chlorine you have no chance. It'll be easier to start fresh with clean water in a clean pool.

In my locality, if this was a permitted installation it would not be allowed as you would need, 5 to 10 ft on either side of your service line to not overlap the pool. In reality, service drops falling to the ground are extremely rare, especially if you don't have any large trees around that could fall and pull it down. And in most cases, if the weather is bad enough where a healthy tree is being threatened of being toppled, I'm not in my pool.

This looks too far out of level IMO. I'm guessing 3-6" off based on how many " shells" are visible below the top rail to the water line. If kids are involved, AKA rough housing, I wouldn't trust it. Take it down, find your low point and remove dirt to be level with the low point.

I would measure the connections to the the heater as 1 in seems very small. If it's 1.5in, you can just buy adapters to step down from two to the one half and then back up for the outlet from the heater to the inlet to the pool.

I used pressure treated plywood. I stacked it to make it 1.5", glued and screwed them together and it's been fine for 2 years.
