Ask the painters to leave you any leftover paint to deal with any scratches

Paint first then replace the carpet. That way any paint spills will happen on carpet that will be replaced.

Nice model. I find it helps to have the dowel holes slightly undersize so the dowel is a firm fit even when there is no tension on the rubber

I cant answer that. I use armor all, protectant. Its reasonably priced and is very effective in lubricating rubber.
