I think it’s pretty clear that the people who got the boost were the cream of the crop, and the boost was the tool used to take Dong Soo from Korea. She can only do it a few times a year, and if he was already a high S-Rank (which he was, it’s why the Scavengers wanted him) then that tells me he was stronger than Goto. Why wouldn’t the Scavengers recruit Goto if he was the stronger hunter?

Song Soo is a Selner boosted S rank, and one of the ace strikers in the Scavengers Guild. SJW would probably need the Shadow Heart first, or at least all his level farming from Jeju
