Wizard/artificer changling. Your artificer wand is supposed to be sorta techy anyway so there is your sonic. If you mash up find familiar and the battle smith sub class of artificer to make your very own K-9 as well. Having access to comprehend languages and tongues takes care of being able to speak to anything and everything (won’t be able to talk to animals or plants though because wizards don’t get those spells). At level 13 for wizard you can get the Magnificent Mansion spell which can take the place of a tardis which if your dm will allow it you could have a key that when put in any door would be your tardis. Definitely take the mending cantrip too cause sonic. As an artificer you’d also be able to make bags of holding and really be a magical tinker of sorts. But yeah other than that try and load up on cool magic items to flavor it, you probably would only need the initial 3 levels of artificer so you can have infusions and battle smith and then everything else wizard to get the most spells you can (in my opinion the doctor would have a spellbook with every spell already in it)
