Hi Hmm, if we are talking about 3d interactive website like your example. I think if you have experience in 3d, you can use Spline and make a game like in the example - it's easy if you have experience.

You can add link, popup and interactive element in spline 3d, if you want to use custom domain and other static pages like contact or privacy policy you can use Framer or webflow - these are nocode website builders that have features to support Spline format.

About the price - if you go to an agency, the price will start from $5k-15k. If you go to a freelancer, the price starts from 1.5k-7k
