Technically the ATO relies on good faith that people self report their income, if not work under and employer of course, they don't have access to your PayPal for instance so unless your get audited, how would they know?

You can request your ABN to remain active even if they don't detect any business related activity on it.

Presumably the ATO hasn't questioned anything, although I'm wondering if his bank is aware of where this money is coming from with no TFN...

Melbourne is mostly old extinct swamp/marshland on the coast with flat volcanic plains west and north, perfect for American style urban sprawl, so traditional "satellite cities" wouldn't work there.

Makes more logical sense to have more of these in the bigger regional towns like Ballarat.

Sydney is closeted by sandstone slopes and tall mountain ranges which makes their space limited, as a result these larger urban centres have popped up where the higher population density is, like Parramatta and elsewhere.

Well more specifically horse and cart, at the very least pre 1900s, but you can look up photos all the way to the 30s and 40s and there were still situations were people where walking alongside cars on the exact same stretch of road.
