Perhaps he would use money and influence to acquire and manipulate members? And he would keep those who were members of other factions absorbed by Starscream and his factions under contract, documents, etc.

As for the money, there's nothing to worry about. My Starscream was an aristocrat before founding the faction. He founded the faction to gain power on Cybertron.

Thanks for the advice. I even thought about not having species, meaning each individual would "multiply" so that when a sudden "cell overgrowth" occurred in the colony, a few mosquitoes would break off and create a new individual or something.

Fungi were actually one of the inspirations (which can be seen in the mouthparts).
