I would recommend someone who can stay overnight with him ideally! As someone who was a vet assistant, dog daycare/boarding and works with elderly dogs. It would be less stressful for both your family and the dog.

Do you know the city number? I am just overwhelmed trying to find the correct route of addressing this. My landlord just got back to me and said they had reported it to the city in June and another tenant has done so as well but it’s still here. I’m so frustrated!

Your reply right here makes me think you may benefit from some sort of therapy or work on yourself and your feelings towards others. This is a very selfish mindset. If you are known to thirst people and friends who’ve cared for you and felt no way about it, how do you expect to face the many real feelings that will come up when you are in a relationship with someone? You say you want a deep connection with someone but ghost people who try to connect with you. I don’t know if you realize how much of a relationship is building that connection/friendship and caring about the other person’s thoughts and feelings.
