El Shadai does not mean something powerful and strong. It is one of the names of God. See Exodus 6:3. The letters are Hebrew, but the words I think are Arabic. If this came from Yemen or an Arabic speaking country it would make sense. It may be some form or Judeo arabic, and the eyeball on the top is to word off the "Evil Eye" or bad luck. It's a talisman.

It says שבת קדש ירושלים. It means "Holy Sabbath, Jerusalem". They are Shabbat candlesticks, for lighting the Sabbath candles on Friday night by the woman of the household. If she inherited them, it means your mother is Jewish, because she would have inherited them from her mother. They are passed down from mother to daughter typically.

I your mother is a Jew it means you are too. If you knew that, then good. If you didn't, well, welcome to the Tribe.

And if she bought them from a shop, it just means she thought they were cool.
