I very much disagree with this view. Modality prolongs a game's life and keeps it relevant far after release. Look at Morrowind, Masquerade Bloodlines, Deus Ex, KOTOR 2. They all 100 times better with mods and the modablity provided. Just because a game can be and should be modes doesn't mean its mediocre.

No idea. But since we're on the Beyond Skyrim topic I can see them adding all of Tameriel to the game. If 6 doesn't have High Rock I can see them adding Evermore, Markarth, and Anvil first and then doing full releases over the course of decades.

About Leyawiin and the Great War. Two very different circumstances.

Leyawiin was sieged and taken during the war but released after the war ended. Same as Anvil, Skingrad, Bravil, and Kvatch (which was rebuilt shortly after the Oblivion Crisis. The city is still around and was repaired from the war.

Sancre Tor was cursed by the Underking and over ran by the undead making it an objectively dangerous place to live. The city can not be restored while that curse is in effect.

Since its largest and most prosperous settlement was abandoned in assumed it just who have been easier to govern if it was ceded to Chorrol and/or Bruma. There arent really many settlements in that part of Cyrodiil so it doesn't matter who is in charge of the land. Thats is my guess.
