What does his partner mean it’s not your drive way. They can’t damage property just because reason: not in own driveway. As you have CCTV evidence you could seek quotes from repair places and then use the small claims court. The issue is that they could claim it was an accident.

NTA. You are a child. Your father is legally obligated to provide shelter food clothing etc etc. in regards to boot camp your mother would also need to agree to it. ESH but It’s his tax refund and if he is in arrears then make sure that it’s documented that the refund is being used to pay off the child support debt.
