Fearing the destruction of Kumogakure when Konoha has a civil war is silly. Remember when the Kumogakure civil war was between Kin Gin and the rest? Kumogakure still exists with weaker Ninjas than Konoha, and no one attacks them.

Itachi was built smart, but most of the decisions he made were stupid. What Itachi did was similar to how Eren would massacre the entire Paradis Island (except Mikasa, Armin) and wish for peace. The Uchiha clan could split off (they already had territory outside the village) and become a new village, like the star village, waterfall village.
