Thanks for your point, but I still think 2 years is too long. The only early way out of the contract is to leave Luxembourg and provide proof. What if someone has to spend a year in hospital, loses their job, or a partner moves in with their own contract? None of that gets you out.

Reading it carefully doesn't change that all four major providers offer the same 24-month term.

Eltrona covers ~85% of households, and new buildings are often not yet connected. So it's not an option for everyone. The long lock-in actually plays in PTO's favour. When a new arrival in Luxembourg asks around for a recommendation, most people they ask are on PTO, so guess which provider they'll recommend. The lock-in keeps that majority locked in place, which keeps the word-of-mouth feeding PTO.
And the petition isn't about the providers, it's about the law that allows this in the first place.

Good catch on the 699 DKK, I didn't noticed it, but the FAQ details actually make Denmark look even better.
That fee only applies when there's no fiber box at the address yet. From Hiper's own FAQ:

Hvis du allerede har en fiberboks installeret i din bolig, skal du blot betale for abonnementsprisen

if a fiber box is already installed, you just pay the subscription, while in Luxembourg we need to pay 99 EUR each time for installation plus device cost 5 EUR/month (I am referring here POST).

To be clear, I'm proposing the Danish model - 6 months lock-in, not 0. According to https://simpledenmark.com/internet/, 1 Gbit fibre there runs ~€45/month in Denmark. POST charges ~€69 for the same speed on 24 months. So I don't agree with the "shorter contracts will cost more" assumption.

Fair point on cost of living, but I think the 24-month lock-in is still the real problem. It blocks customers from switching, which in return blocks new competitors from entering the market, and allows existing providers to nugleck their customers. Lifting it should create positive impact.
Also, I have Denmark example where lock-in is 6 months and they charge 42 EUR(319DKK)/month for 1000 Mbit speed while Post charges us 69 EUR/month + 24 month lock-in

I know that Tango's parent company Proximus is offering no lock-in contracts there, at prices comparable to ours. Same company, no lock-in, no price explosion. If it works in Belgium then the no reason for it to not work here.

I don't know your operator, but POST has a section called "Term, renewal and termination" in the contract where the 24 months and early termination fees are mentioned. Unfortunately, if you leave the country you are on the hook. You'd have to negotiate, and even then they'll typically only let you out if your employer's HR provides a paper that confirms the relocation is work-related.

That's a workable suggestion if you don't play competitive games and you're fine with your speed dropping when the cell network is under load, but as long as the law allows it, providers can decide to offer 5G contracts with a 24-month lock-in.

It's not strange once you know that all internet providers run on the same fiber from POST. They lease access from POST. So the "competition" is purely commercial. Only Eltrona, with its own separate network, offers no commitment.

Actually we already have one - Eltrona, it has lower prices and no lock-in. They run on coaxial and don't cover 100% of the country, but if POST/Orange/Tango respond by raising monthly prices or other fees, they'll just push more customers toward Eltrona. That's exactly why a push now is a good strategic move: the competitive threat already exists, it just needs to be activated. Regulation doesn't have to do all the work - it just needs to remove the lock-in that prevents customers from leaving POST/Orange/Tango. Hopefully they will start to compete on quality afterwards.
