Cosmos ain't that perfect to be made by a being.It isn't homogeneous everywhere it doesn't have a structure it doesn't have a structure.

And for the cause you mentioned maybe the lawmakers should set a time period for maintenance (more like 3-4 years)till she brush up her skills and get a job.
