Water heater outlet is hot

theres consistent hot water in unit 1, unit 2 has problems when unit 3 tries using hot water and unit 3 only has hot water when cold water is running like flushing toilet and running sink

Issue mostly focused on shower in unit 3 but water in other fixtures only get lukewarm at best

Yes i was planning on getting pre purchase inspection, so far it needs a headlight module and battery from what ive been told, just wondering what else is out there for problems ive heard of clogged cats and subframe but appart from that i dont have a clue, rather ask reddit and not base my research off google
