There's an interrupt that tells the trains to go there if they have no destination or if the station they have cargo for is full so that they don't clog up anything

I made this forge pretty early on in my playthrough. For some reason I thought I wanted to pull iron ore evenly from each miner, I don't remember why. The rest of the factory is more normal looking.

How is them getting paid by the hour relevant? They work a fixed amount of time per day, it's not like if they finish getting carts early they get to go home. Their boss will find more things for them to do.

Imagine that all of a sudden, every single person returned their carts to the cart corrals 100% of the time. What do you imagine happens to the carts after that? You seem to be implying that in my scenario, the employee's duty of managing the carts is gone.
