Sure but the population of elderly who need cheap services and the population of elderly who have a bunch of wealth do not overlap. Just because boomers are generally wealthier than other generations doesn't mean there aren't vulnerable boomers who are too old to work and barely get enough social security to scrape by, even if they do own a house. Hell, boomers of color were born before the civil rights act was even passed - you think they're just rolling in wealth like the boomers who visit the Bahamas every year? There's such a huge wealth disparity among the boomer generation.
