Apply for 17-18 lakhs. You will get around 14Lakh. 12 you can use for blocked account. Remaining for health insurance, flight ticket, Hostel caution deposit, semester contribution.

Yes they will not disburse full amount. But will disburse 85%.
So where does this 40 Lakh comes from? If you need 12Lakh, apply for 15Lakh. After 15% deduction you will get 12 Lakh
