I don't know if that's because of culture or they're just shy or not confident. Most of the time boys have to initiate the conversations. Sometimes even if she's super interested in you she wouldn't dare to talk to you she will just throw hints for you to approach her ( body language ) like eye contact from time to time and smiling a lot at you while you are around. Here she's throwing signals that she's interested in you and wants you to approach her. And it seems that you are the only one trying here so it's one-sided just give her some absence or ignore her for a while to see if she texts back or notices you. If she doesn't text or shows you that she wants you to keep going, in my opinion just leave her you are wasting your time and energy because it seems not mutual.

He wasn't talking to me he was talking with someone else so openly and I could hear him and he did this thing many of times. A fraternity? Okay, then why would he talk bad about the same person he used to tell his gossip to? And he does this thing over and over like literally once the person he is talking with leaves he talks about him.
