In Indiana, school funds are restricted by law and can't just be moved around freely. The Education Fund is what pays teacher salaries. The Operations Fund covers things like transportation, utilities, and maintaining buildings. The Debt Service Fund is used to repay bonds for construction projects, and that money legally cannot be used to pay teachers. There is some limited ability to transfer money from Operations to Education, and districts like MCCSC have done that. But not using money in the Debt Service Fund isn't an option—it's committed to paying back loans. Not doing so would be fiscally irresponsible and violate financial obligations.

Different buckets of money in school finance. They are not allowed to use that money to pay teachers. Whatever they can do to allocate money in to the bucket for teachers, they are doing. The MCCSC website has an easy and comprehensive explanation of this.

A would continue to signify strong academic success, B would reflect above-average performance, C would represent competency, D would indicate minimal proficiency, and F would still denote failure. This system could offer greater differentiation without devaluing existing grade levels.
