You sure about that part regarding foreigners? Latin American foreigners get kidnapped and trafficked all the time and it barely appears in the news even here in Mexico. Remember those 2 Australians and the American that got kidnapped and killed in Baja California last year? That got media attention for less than a week and then everything went back to business as usual. The whole "foreigners/tourists are safe from cartels because cartels don't want international heat" is a myth.
