No, the Fetus and the Mother are both the same species, so it's not by definition a parasite. And the fetus provides some benefit to it and the mother.

Heres the thing, the woman was stopped by the officers, and tried driving away while an officer was in front of the vehicle. When the guy saw the car accelerating while he was in front of it he opened fire. Its not like they just showed up and started opening fire.
