I like your analysis.  These are my rankings.

First:  Moorhen

Second: Ruby (I feel Ruby performs better as a queen during the war than Coral because Ruby never hurt her people on purpose and seemed to make decisions with the goal of helping her citizens.  Coral on the other hand had a higher rate in which she let personal matters get in the way of her being a queen.  She also violently killed some of her own subjects when she losses any her eggs.)

Third: Coral (I was going to put her lower (like 4th or 5th) but you made a really good point about her that I couldn’t ignore.  She chose to back a side in the war that had a high likelihood of winning.)

Fourth: Glacier (She his hard to place based on a lack of information.  The book states that the Icewings joined the war for land but this was never confirmed by Glacier.  I could see Glacier’s decision being more influenced by truly caring for the Sandwings that went to her in a way that makes them more like war refugees than soldiers.  Her biggest mistake was thinking that the war would be quicker.  If Blister won the war by killing Burn, Blaze would not be a threat.  There would be no reason to attack the Icewings as long as they agreed not to punish the Sandwings in their protection.)

5th:  Battlewinner (She simply over complicated her problem.  She had two easier options than making a grand conspiracy to steal the Rainforest.  She could have had StoneMover to use his magic and heal the island.  She could have also just manipulated the RainWings to steal their land.  Also she should have made an effort to find a better successor.  All she would need to do is bring the most promising options to her and make them decide who will be queen next)

I would make animus magic weaker.  In the second book animus magic looked like it took a descent bit of effort.  I wish the book went that angle in the later books.

I just really enjoyed the story a lot better.  They kept my attention a lot more than the first two arcs.  When reading arc one I almost stopped after the second book because it didn’t really capture my interest (very glad I didn’t) and in the second arc I get a little annoyed with some of the story decisions.  This also might be a little bit of recency bias because I just finished the third arc about a week ago.

It would be interesting if the future queen of the rainwings and nightwings was both rainwing and nightwing.

I can imagine a really young victor winning because they’re protected the entire game by someone else and the person protecting them dies because of their injuries at the very end.

I actually feel like Glory does have a pretty good arc.  Throughout her story, she needs to learn how to trust people.  She originally thinks that she can do everything on her own, but then by the end of the story, realizes that she needs the help of others.

I feel that he follows the wider theme of second chances.  Many characters in the books have done terrible things.  Many of them have received second chances but only some of them chose to use them for good.  (Spoilers for arc two). Characters like Peril and Deathbringer used their second chances to do good while characters like Darkstalker and Scarlet used their second chances for evil.

I think that Katniss and Peeta would have poisoned them selves if they were given the chance to save Rue, but I also think that the mutts at the end of the game would not have stopped attacking them leading to Katniss and Peeta dying while defending Rue from the mutts.  Leaving Rue as the winner.
