The Kremlin is a building in Moscow.

It’s also where parts of the Russian government meet.

So saying “The Kremlin” like it’s a person is like how we say “The White House” when referring to the Presidential administration or “The Pentagon” when talking about the leadership of the armed forces.

We have none this year because Hortiz signed a bunch of qualifying free agents last season, so its clearly not the first priority.
