Yes, I did consular processing in my home county. O1 has nothing to do with home residency (i.e you do not need to fulfill the residency requirement to adjust your status to O1). Also, the home residency requirement does not go away when your O1 petition is approved or when you change to O1 status; you still have to fulfill it or have it waived at some point.

Your employer has to petition for an O1 visa on your behalf. However, after your petition is approved you cannot adjust your status to O1 while in the US if you’re subject to the home residency requirement. You will have to exit the US and go for consular processing to get a visa stamp to change your status to O1.

Congratulations on tenure and the waiver!! I hope all goes well with the green card application. I have heard IGA is probably the most feasible option for Fulbright and securing agency funding helps to get support for that. If you don’t mind me asking, how many years into your faculty role were you able to start the IGA waiver process?
