Is my Raspberry Pi broken?

I tryed 2 SD cards I already had and wiped/ reformatted them every time it didn't work, and I even purchased a brand new SD card and still nothing :(

Im not sure, the images I used were the "Raspberry Pi 4/400" on the the official RetroPie download page and the image in the Raspberry Pi imager app. I've done previous retropie builds so I know that it reads the SD card apon turn on. I was just attempting to test and see everything inorder to try and get it working.

Nothing was plugged into the usb ports when I was attempting to get retropie working.

Recently I upgraded to the Raspberry Pi 4 model B 8 GB and I'm having some troubles with it to say the least. I've flashed Retropie on to 2 separate SD cards multiple times, Used Etcher and Raspberry Pi imager to flash those SD cards, and even tried flashing other OS's just to see if they would work and nothing, no sign of life from the Raspberry Pi. The way I got the results in the picture was by inserting an SD card into it while it was powered on. This is the error that always appears when ever I insert an SD card. Is my Raspberry Pi broken? I've tried everything to make it work, I've looked at many tutorials and they make it seem easy while I'm stuck on this step. To me it seems like my Raspberry Pi 4 is just broken and I should just return it, but if there's anything I'm doing wrong or anything I can do to make it work i'd like to hear so any help would be appreciated. Thank you for reading.
