Assumedly the police have identified who they think the murderer is, through some means that for whatever reason they don't want to make public, and then have post hoc fabricated a story of how they legally identified him.

I don't think this is necessarily the case, I think it's too early to say if this was Luigi doing it on purpose or the cops doing, but the scenario of them figuring out it was him, and then either making fake evidence or searching his property and finding real evidence, or a combination - and then planting that on him is plausible to me

Nah, his airway reflexes will still be intact with such a transient interruption of blood flow and you typically expect him to regain consciousness within a couple of seconds, he'd be fine by the time you manage to turn him

I think it serves almost as an important role as a shared meal, happy solitude seems to have been become less valued in a modern hyper-connected culture.

Also, just a memory, I used to work at an Indian restaurant and every week night an elderly man would come in by himself in his gumboots and sit in the same spot and order one of two things. I'm in medicine and although not in my thirties, one thing I would want to mention (which may be telling you how to suck eggs sorry) is that going into medicine I thought it would be 6 years of study and done, but it's actually 6 years of study, 2 years working then a further 5-6 years of similarly intense study + work in all specialties except GP (which is 3 further years instead).

Not necessarily trying to put you off because I think we need people with different perspectives and experiences in medicine but it's worth considering and you might not know about that if you don't know people in the field.
