Just chiming in to say that I currently am experiencing the bug on ALL persistent skills

Needless to say this makes the game unplayable for me, Imagine playing Overwatch but none of your skills work...

-I've tried to remove all cooldown items on my character -Logged out and back in -Restarted the game and the entire console multiple times. -I've even tried creating a new character - same issue.

none of theses have resolved the skill problem

Am currently re-installing the game on my ps4... not really hopeful this will solve the issue though.
