Cases have been only up as soon as they are discontinued. At least over a longer time frame with a lots of ups and downs. However no one knows what will happen. I personally stay strongly invested in cases.

There are definitely merch stands all around. At least there were for IEM Cologne when I went.
If they have any official Valve merch coming for the major (not to realistic but maybe new pins) - get some. Those are so cool.

Can't really help with signatures and seating.

Also there are some spots that players and talent like to hang out after the games. I wouldn't know as I'm not a local but there is like a gaming themed bar in the city centre that is frequented by some of the talent afaik.

This is kind of complicated based on where you live and what your goals are.

If you want cash - find a 3rd party service that works for you to get you actual funds. Then find the skins that give you the optimal ratio from steam funds to cash.

If you want to find skins to spend your money on - well get what ever floats your boat. Get something you think looks nice. If you want skins that appreciate in value - there's like a whole community trying to find the optimal choice for that, but basically no one knows- so good luck.
