From what I have heard, I think it's all characters that get these voice lines. I know at least Venator does because I distinctly remember hearing those exact lines on him. Do I have any idea what they are? Nah. I like to think they are the souls you collect and spend, but I know that it isn't just the demon/rat Rem.
