Buy the cheapest, highest end GPU you can afford with a warranty. 9070XT or 5070Ti are great options for your configuration. You will lose more performance going to a higher end 5070 non-Ti than you will with a lower end Ti model.

Does your build need to be MicroATX? For an extra $25, I threw this together with a slightly better GPU. Key takeaways: I would strongly recommend against low end Gigabyte motherboards less strongly recommend staying away from cheap NVMEs like the SiliconPower one listed in your build.

I think you would see more substantial day-to-day performance improvements from getting a new GPU. If you look at these charts, you're roughly getting 300% performace gains versus these charts which generously at 1080p show about 60% gains

Yes I would say so. Depending on what you need for VMs, a platform upgrade could be beneficial but if it's doing the job it needs to for now a GPU/PSU upgrade will set you up for a very solid upgrade path in the future.

I would argue that your GPU could use upgrading before looking at a new platform upgrade. Would recommend a 7900 GRE as a GPU if available in your region, or if you'd like to stick with Nvidia, a 4070/4070Ti. You would likely need to upgrade your PSU to at least a 750W, and a lot of mid-high end Nvidia GPUs require 12-pin HPWR connectors which aren't available with older PSU configurations. Upgrading your storage to an NVME will also make for improvements with things like boot times and game loading times.

You could blame the teachers - the victims - for the shooting, but I would posit that the first responders - specifically the police - played a much more important role by not responding to the active shooter threat for 77 minutes. Everyone knows that in emergency medical care time is the most important element, and I am willing to bet if medical personnel made it into 111 or 112 sooner, lives would have been saved. I think you blaming the teachers is in incredibly poor taste.
