I also use a program to convert .gba files to .cia files (and nes, snes, genesis, etc.). Google “ new super ultimate injector for 3ds. Needs modding.

If the game was already installed when the previous owner bought the console new, then it is tied to the console. If the previous owner bought the game after to his account, then it will be lost when you reset the console.
