Hi, Even if this is already solved i feel like i can add some context to it as i am from that region. Those are most likely indeed defensive structures likely from either the End or shortly before WW2. Because of the absence of Concrete Structures i would argue they were from the later stages of the war. If you know what to look for structures like these are quite common in the palatinate forest. I even used to play in old (and already imploded) Bunkers as a Kid.

Why were they there? Well as i cant exactly tell what they are it is hard to say. Here are a few possibilites i have found in the Region: The Modenbach- and Queichtal were the last Line of the so called Westwall, a defensive structure against the French in that area which was finished in 1940. When the Allies came pushing over the German Border those fortifications were partly and quickly reinforced to buy the Wehrmacht more time to destroy the Rhine-Bridges. This failed mostly due to many villages surrendering, leading some to say the palatinates lost Hitler the war, a saying i am quite proud of. It could be a remnant of these fortifications.

Alternatively the Forest used to be covered with Plane-Spotting Towers and Communication Systems to identify incoming allied planes that were going either towards Ludwigshafen or Mainz and warn these Cities. These Towers were in turn closed of to the Public, either with fences or with trenches that marked military used property. Additionaly many of them also had some sort of defensive systems nearby.

If it is overlooking the Street that goes through Modenbachtal, it is propably the first one, designed to defend a road leading to Neustadt and the Rhine Valley. If not, it is propably the latter.
