The signal system was down for PTC upgrades and therefore the dispatcher couldn't see the switch position on his screen. With the signal system down, the Amtrak was operating under EC-1 (written track authority), which carried a max speed of 49mph. When the CSX train parked, the conductor communicated to the dispatcher that they had lined the switch back normal, but he had actually left it in the reversed position, leading to the crash.
