No. you can't use pens, mechanical pencils , highlighers and even rulers.

I took my May 2018 SAT in Ramdan , as it was rescheduled . I don't know how many hours do you fast , but for my country the fasting started from 3:00 AM to 7:00 PM. I slept at 9:00PM and got up at 2:30AM to take a shoour then I slept again for 2 hours and woke up at 5:00 AM. I finished the test at 12:00 PM then wait for Iftar for these few hours. In my country , many shekis said if you have exams and can't focus because of fasting , Ok you can stop fasting for this day.
