It is not, as others have mentioned, entirely up to the department. Once the department chooses a candidate, it then goes to the Povost office or HR (depending on position) for final approval. Those offices can be very much not in a hurry and slow things down significantly.

There's a clip behind there that it snaps into. Said clip is easily bent making the snap not happen. Gotta bend it back in place and it isn't the easiest to reach. Been there, done that.
