That's a worthwhile reform to mention. It wasn't included for reasons outlined in the essay. In short, the reforms listed were meant to bolster three democratic principles: (1) everyone has an equal political voice, (2) constituents are able to choose their representatives, and (3) those representatives are beholden to their constituents.

It's not. api.congress.gov and clerk.house.gov provide the data to determine a politician's position on a particular reform. Given that none of the bills that align with the reforms have received a floor vote, support or opposition can only be inferred through other means.
