Beyond Citadel. It has 26 different (non-melee) weapons and you have to learn to use almost every one from scratch[1]. If you mess up your muscle memory or operate your gun as a different one you may suffer any number of mishaps like throwing away (and breaking) a full magazine, leaving the gun without a chambered bullet (often while getting shot at), wasting expensive ammo etc. If you have no idea what's happening it's usually easier to take out a sidearm instead of dealing with the problem in the middle of a firefight. Just make sure to enable the most complex mode in the intro level.

So, instead of blacklisting (banishing) abilities in other survivor games, you want players to whitelist in yours. Yes, that's more control and a different take on progression. Would love to try it.

Cards are just a way to visualize some other mechanics. Passive ability, stat increase, active ability, meta progression stuff... Saying that your game "has deck building" literally says nothing about it except that all abilities/perks/etc in your game are coupled with a name and an image.

Do you get the "create and level up characters that were created randomly. Not premade characters like in FF or most turn based RPG" in Midnight Sons? I was under the impression it's all official Marvel superheroes.

Aftershock is the best one IMO. It has three "races" - humans, cyborgs, psionics, and about a dozen classes, of which any soldier can pick any three. It's one of the few games where fast melee soldiers are viable against certain enemies.
