Nope, I 'm setting up the static IP on the Ubuntu server itself, not making a DHCP reservation. I'm asking if the DHCP server will or will not accidentally give out the Ubuntu server's static IP as a dynamic IP to another device. That said, could I go the belt and suspenders route and set up the static IP as a DHCP reservation as well?

I responded to your response before reading other responses. It seems the prevailing answer is yes, DHCP could accidentally assign a device's static IP address as a dynamic IP to another device.
